Indiana Equine Neglect Reporting 

Calls to report suspected cases of equine neglect may be directed to one of the following organizations: 

Indiana Horse Council: 317-692-7115
(all calls will be documented in case report form);

Indiana State Board of Animal Health: 317-227-0300;

Or local county Sheriff Department.  

  • Individuals wishing to remain anonymous when reporting concerns may contact the Indiana Horse Council and the office will contact appropriate authorities.
  • Local authorities may contact the Indiana Horse Council to request educational, resource (i.e. hay, farrier, hauling, etc.), or assistance in evaluating animal condition/s and possible solutions (outside of legal recourse). Should the officer deem it necessary to prosecute it is recommended that contact be made with the Indiana Board of Animal Health to request an official field veterinarian review.

NOTE: Equine professionals may only assist within the jurisdiction of local authorities, and with accompanying authorities. 

Animals with a body condition score of 1-2 should be considered critical and require immediate action. Animals with a body condition score of 3 should be seen within 1 week. When contacting the above organization, please indicate immediate action requested.

Reminder About Animal Exhibitions and Premise ID Requirements

As the spring and summer livestock exhibition season gets underway, the Indiana State Board of Animal Health (BOAH) offers a couple reminders to livestock owners, show managers and others about animal health-related requirements for events:
 
Premise Identification Numbers, or “Prem IDs”:
Premise identification numbers continue to be required for all cattle, hogs, sheep, goats and captive cervids that are bought, sold or exhibited in the state of Indiana. (Equine and poultry are optional.)
 
Prem IDs may be obtained at no cost from BOAH. Applications may be obtained by calling 317-227-0328 or be printed from the BOAH website at:  www.in.gov/boah/2328.htm Exhibitors applying for a Prem ID must allow at least 10 business days for processing. Last-minute (including day-of-show) requests cannot be guaranteed.
 
 
Livestock Exhibition Registrations:
Managers or operators of livestock exhibitions must register the event with BOAH at least 10 days prior to the show. This requirement took effect with the premise identification req uirement in 2006. Registration is simple and costs nothing. Forms are available online at:  www.in.gov/boah/2328.htm .
 
All livestock exhibitions must be registered (equine events are optional). Information on the registration includes opening/closing dates, as well as the location; the species present and the nature of the event; and contact information for the show’s organizer, record keeper and veterinarian (if designated). Records on all exhibitors (including names and addresses) and buyers at related sales/auctions must be kept for 2 years. This rule applies to public and privately run exhibitions.
